How to overcome fiscal underdevelopment? The opportunity for fiscal reform and the introduction of progressive taxation in Romania
Fiscal insecurity and low state revenues are a systemic problem in Romania. Economic growth did not translate into an increase in budget receipts, the percentage of GDP collected by the Romanian state from taxes being among the lowest in the European Union. Low revenues are compounded by numerous fiscal inequities, which translate into development gaps and social inequalities. In the absence of fiscal reforms, this situation risks jeopardizing the very economic growth and social development of the country.
Is the introduction of progressive taxation an appropriate response in trying to find solutions to the problem of fiscal underdevelopment? The study "Tax reform - short-term proposals", carried out by the Friedrich Ebert Romania Foundation, offers a comprehensive analysis of the opportunity and impact of the tax reform and the introduction of a progressive taxation system in Romania. The author Cornel Ban offers several working scenarios, analyzing the effects of the introduction of a progressive personal income tax, the reform of the profit tax and sectoral exemptions on economic growth, productivity, budget receipts, etc.

Cornel Ban teaches international political economy at Copenhagen Business School. In the past, he taught at the University of London, Boston University and worked as a researcher at Brown University. He is the author of two books and numerous articles on economic topics.
