The consequences of a protracted war in Ukraine. Are the sanctions against Russia working?

Since the start of the war of aggression against Ukraine in February 2022, the EU has imposed eleven rounds of sanctions against the Russian Federation. Are these sanctions against Russia working?

Since the start of the war of aggression against Ukraine in February 2022, the EU has imposed eleven rounds of sanctions against the Russian Federation. The scale of the sanctions is unprecedented and include targeted travel bans and asset freezes against persons and entities involved in the war against Ukraine, as well as economic sanctions on trade and various other sectors. They add to existing measures that were taken since 2014 following Russia’s illegal annexation of Crimea. The aim of the economic sanctions is to thwart Russia’s war effort by imposing severe consequences on the Russian economy.

How have these sanctions been working so far? Are Russia’s efforts to find trade and technology partners thwarted effectively? Will their effects become stronger over time as implied by the “strategic patience” argument, especially in a likely scenario of a protracted war in Ukraine? And what other factors ought to be considered, e.g. their impact on economic development and trade in Eastern Europe? Can regional initiatives already in place such as the Three Seas Initiative or the Bucharest 9 format offset the negative effects of the war in Ukraine and in return strengthen regional and European resilience?
